It lies approximately halfway between the southern tip of the Baja California Peninsula and the U.S.-Mexico border, opening onto the Pacific Ocean.

Zone 1 is where the three tour companies are allowed to go with passengers to see the whales. Zone 2 is designated for fishermen and commercial needs.

The gray whales migrate annually from the Bering and Chukchi seas in the Artic to the Lagoon - some 6000 miles - as part of their biological cycle. Scammon's is the primary calving lagoon in Baja.
